Both ZHL-16C and ZHL-16B return no limit within 240 minutes when the current and endpoint states permit ascent, assuming monotonic clearance.
Reproduce: descend on Air to 21 m at 20 m/min, hold 30 minutes, ascend to 4.5 m at 9 m/min, then switch to Heliox 21/79 (GF high 85%). Initial NDL is null (>240 minutes); after two minutes NDL is zero and GF45/85 planning prescribes a two-minute stop at 3 m. Later clearance returns, so the endpoint shortcut misses the first boundary.
Location: src/models/zhl16c.ts noDecoLimit.
Acceptance: find the earliest loss of modeled direct-ascent clearance without assuming a monotonic predicate; regress both models, retain reference corpus agreement, and keep projection cost bounded. This is model consistency, not operational dive validation.
